Unable To Set Response Code

On : version, Activity Management

When attempting to update the response code for the Assignee via Web Service
the following error occurs.

JBO-27023: Failed to validate all rows in a transaction.

The issue can be reproduced at will with the following steps:
Call updateActivityAssignee WS to update another user's ResponseCode
