Contract Type Does Not Display In LOV (Doc ID 2222386.1)

Symptoms

On :  11.1.11.1.0 version, Contract Authoring

ACTUAL BEHAVIOR  
---------------
When creating a Contract and Contract Template the LOV for Contract Type does not show the types configured in the system
Even when searching with advanced search, nothing returns

EXPECTED BEHAVIOR
-----------------------
When searching for a Contract Type from the LOV none of the configured types show in the list

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Contracts Dashboard
2. Click Create Contract/Contract Templates
3. Click the Contract Type LOV, only Search link appears

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot select the type from the lov.
