After adding Database Resource Condition, getting error when opening custom object (Doc ID 2223119.1)

Using document SECURITY MANAGEMENT: CUSTOMIZING CUSTOM OBJECT DATA VISIBILITY (ImplNote_CusObj_DataSecEnh_17Oct2016_final.pdf) to create Database Resource Condition (MYCOMP_CO_ACCT_TERR_HIER). Afterwards when the user attempts to open the custom object, an error occurs.
The policy MYCOMP_CO_OPTY_TERR_HIER occur an error in custom object.

An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 445, Server Domain: CRMDomain, Server Instance: SalesServer_1, Application Name: SalesApp.

The issue can be reproduced at will with the following steps:
1. Using document SECURITY MANAGEMENT: CUSTOMIZING CUSTOM OBJECT DATA VISIBILITY (ImplNote_CusObj_DataSecEnh_17Oct2016_final.pdf)
2. Add Database Resource Condition (MYCOMP_CO_ACCT_TERR_HIER) to custom object
3. Login to Sales Cloud
4. Attempt to access the custom object.
5. An error occurs

The issue has the following business impact:
Due to this issue, users cannot access custom object.
