Close Enrollment Process Is Closing Open Life Event Prior To Processing Cut Off Date

Goal
Close Enrollment Process is closing Open life event prior to processing cut off date
We may have a simple configuration issue here caused by some misunderstanding of how the Close Enrollment process and Scheduled Life Events work together, but here's what's wrong:
We had Open Enrollment scheduled to start 10/28/2016, and end 11/15/2016 with a processing cutoff date of 12/15/2016 and a Close Enrollment Period Date Rule of "When processing ends". We interpreted this to mean the life events would not be closed by the Close Enrollment process until after the Processing Cutoff Date, but they were closed on 11/15/2016. Please see CloseEnrollment.png for the parameters for our scheduled nightly Close Enrollment process, and OpenLifeEvent.png for the configuration we used for the Open Scheduled Life Event.
Should we use a different setting for the Close Enrollment Period Date Rule? Or can you provide any other advice to avoid having our life events closed? We'd prefer to keep them open until the processing cutoff date so we can perform admin maintenance where needed, but we want to keep employees from changing anything after the enrollment period end date. I don't want to run into the same issue next year.
