Any FBDI Available To Upload Transaction Controls For Project Templates?

Goal

Can FBDI Import Project and Task Transaction Controls be used to upload Transaction Controls for Project Templates ?

I used the FBDI 'Import Project and Task Transaction Controls' to load transaction control for template.
It was loading for the template also.

The only issue that I have is how to make the transaction control inclusive in the FBDI file. It is appearing as exclusive.
