REST API OAuth Custom Two Legged Flow fails with, 'Can't find resource for bundle java.util.PropertyResourceBundle' (Doc ID 2225036.1)

Trying to create an ICS integration that pulls and pushes catalog data from OCC using the REST based connector with "OAuth custom two legged flow" on the "invoke" side to invoke OCC catalog APIs.  The request to the integration gets back a "401 Unauthorized" and it seems that ICS is not able to get the authorization token from OCC.

"Target REST endpoint headers could not be set.[[Can't find resource for bundle java.util.PropertyResourceBundle, key oauth.accesstoken.usage]]".
