Cannot Remove Excluded Account From Territory In Territory Proposal

Cannot Remove Excluded Account from Territory in Territory Proposal
An account on an open Territory Proposal cannot be removed, deleted, or excluded.
Click "X", or select Actions> Exclude Hierarchy, or select Actions> Remove, and the account should be removed from the Territory Proposal.
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Go to Territories> Territory Proposals
3. Select the territory proposal in question
4. choose account and click "X", or select Actions> Exclude Hierarchy, or select Actions> Remove, and the account is not removed.
