Error when going to License Usage tab within Prime.

Internal license usage error (PRM-000007001)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Prime as an Administrator.
2. Go to the Administration, License Usage page.
3. Error.

The issue has the following business impact:
Due to this issue, users cannot provision users.
