Able To Bypass Required field Citizenship - New Hire Screen

We have to make Citizenship Filed (drop-down) a required field for all on New Hire Screen (New Person Screen)
We did customized the filed "Citizenship" (selectonChoice) property -- Show Required to "true"

After that we can see the required "*" sign on the field but when we click on next without selecting any value its bypassing.

Citizenship field should be required.

The issue can be reproduced at will with the following steps:
1. Navigator -> My Workforce
2. New Person -> Hire an Employee -> go to Personal Information page
3. Customize Citizenship to be Required
4. See the asterisk but if left blank and hit next, it is allowing to go through
