ER - Ability to check if a mashup URL is up and display a custom error message if not available

Use Case :
Ensure all buttons and links opening on-premise applications to check if the application is available. A custom error-message will need to be displayed if the application is unavailable and if the user is on the VPN network, a different error message will need to be displayed if the application is not available and the user is not on the VPN network.

Issue in OSC to address the above problem:
Currently we do not have an ability in OSC using groovy or otherwise to check if the external application URL that is being configured to launch from a link or button in OSC is available before the URL is launched in a different window or is being embedded in a TAB.

If there is an ability to make a HTTP URL connection using groovy this requirement can be addressed, currently we are unable to make any HTTP connections out of sales cloud using groovy.
