Unable to edit the rates in Override Rates form for newly created account members (Doc ID 2228100.1)

Issue :
Unable to update the rates in the form after adding new Dimension.
Its enabled only for few Dimensions Ex : Investments in subsidiaries

Steps :

Forms >Status> Override rates

Goal :

They have account members which need to be translated at the historical amount. Changed the property Exchange rate type to "Historical Amount Override"
In the form Override rates, can see those accounts for which they have made the above change
But the Cell is read only and does not allow to enter the amount against it.
