REL11UPG New Person Access For Manager (Doc ID 2228157.1)

Goal

Have upgraded our test system to R11 and the manager can now access the New Person task. They were not able to use this in R10 as we removed the relevant duty/privilege from the role. The role is a custom role XXXX Line Manager.
I have removed the FUSE Hiring Access Duty from the role > ran the Send and Receive LDAP processes but the task remains visible.
