ADFDI Spreadsheet upload: SAVE AND SUBMIT button is blank and doesnt work

On : 11.1.11.1.0 version, Manage Invoices-Audit Invoices

ACTUAL BEHAVIOR
---------------
When trying to use the ADFDI to create invoices through spreadheet
The "SAVE" and "SAVE AND SUBMIT FOR INVOICE IMPORT" buttons are blank

EXPECTED BEHAVIOR
-----------------------
The "SAVE" and "SAVE AND SUBMIT FOR INVOICE IMPORT" buttons should
show up in Chinese or English and shouldn't be blank

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the Oracle Cloud
2. Go the Invoice Workbench area
3. Click on "Create Invoice in Spreadsheet"
4. Accept and login in the spreadsheet
5. Check for the buttons "SAVE" and "SAVE AND SUBMIT FOR INVOICE IMPORT"
