Synchronization Filters Disabled To The Custom Object .

Symptoms

On : 11.1.11.1.0 version, Microsoft Outlook

ACTUAL BEHAVIOR
---------------
Not able to keep the Synchronization filters to the Custom Object .

Customer is not able to add the Synchronization filters to the Sales visit report custom object, he would like to control the records to the outlook based on creation date or last updated date. In the server filter, Synchronization filters section is grayed out. The overall record count in this custom object along with the child object will cross 20k so this filter is required.

EXPECTED BEHAVIOR

Server filter should not be grayed out for custom object

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. App composer > Custom objects > Sales visit report > Pages > Outlook Pages > Edit Synchronization filters is grayed out

The issue has the following business impact:
Due to this issue, users cannot see the Edit Synchronization filters
