PBCS: Maximum data is loaded when there are duplicated records in all data type in FDMEE (Doc ID 2229096.1)

Symptoms

 When there are duplicated data for the same member and you load the data as all data type, the maximum data is loaded. In the following example, two different values for each of two different members are in the input file. In this example, the maximum data - 201609 for ReportYM and 999999 for Code are loaded.
