Symptoms

Two users with the same role are getting different results for reports.

User A cannot see data in reports but can see the data when searching records in the UI.
User B has the same access but can see data in reports.

User A has the same setup as B which can see data in reports (book of business, role for user, role for book of business, reporting and historical visibility, role based can read all records, manager, etc).

It's a Custom tab , and its URL points to a custom dashboard : Search, which is a single page with a prompt and report, both use "Opportunity Product Revenue History" subject area.
