Journal Approval Notifications Are Not Sending Emails And Not Updating The Notification Count (Doc ID 2230660.1)

Symptoms

On : 11.1.11.1.0 version, Capture Transactions-Approve Journals

ACTUAL BEHAVIOR
---------------
When sending journals for approvals, no notifications are sent and the counter of unread notification in main screen(bell) is not increased either. The journals can be approved trough the application, the the only issue is the notification/email is not being sent.

EXPECTED BEHAVIOR
-----------------------
If the notifications are enabled in the approval rule, the system should send them.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a journal approval rule that is enabled and also send notifications as part of the workflow.
2. Create a journal that will match the journal approval criteria and for which the source and the ledger have the approval enabled.
3. Send journal for approval.
4. Journal is sent for approval and the approver does not get any notifications.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot approve the journals trough emails, they have to do it trough the application.
