Symptoms
While creating the Java Cloud service instance it failed with the following error
Failed to configure WebLogic Administration Server... The provisioning errors in [<HOSTNAME>]: JCS-ERR-20027: Cannot establish connection using connect
string '//<HOSTNAME>:<PORT>/<PDBNAME>.axxxxx.oraclecloud.internal' and userName 'SYS as sysdba'. Reason: 'IO Error: Unknown host specified '.
