File Import-Records Not Updated

On : version, Accounts, Contacts, Households

When attempting to import records to Accounts,
the following error occurs.

LoadCSV method started. StatusCd = COMPLETE_WITH_ERRORS.

The issue can be reproduced at will with the following steps:
1. schedule and run import
2. LoadCSV method started. StatusCd = COMPLETE_WITH_ERRORS.

The issue has the following business impact:
Due to this issue, users cannot import records.
