Users Are Not Able To See All Accounts Within A Specific Saved Search

On : version, Accounts, Contacts, Households

Customer has the security setup in the application in such manner that users are able to see every record across application, even though it's outside of their territory.
Recently, user ABC is no longer able to see accounts from other territories.

User ABC should see every record in the application, just like other users.

The issue can be reproduced at will with the following steps:

User ABC is looking for the accounts from other territories with Global Search and Advanced Search.

The issue has the following business impact:
Due to this issue, not all users (like ABC) are able to see all the Account records in the application, as expected.
