Missing Values in 'Province/State' and 'Country' Dropdowns

Unable to see any values in 'Province/State' and 'Country' dropdowns in Admin > Settings > Tax Processing.

Avalara was configured and successfully saved with warehouse address before but while checking in Admin > Settings > Tax Processing, noticed that values are missing in 'Province/State' and 'Country' dropdowns.
