BPM Notification Not Triggering To IT Channel Manager For Deal Approval (Doc ID 2231921.1)

Symptoms

On : 11.1.11.1.0 version, Partner Management

We have modified the standard Deal approval BPM workflow as per the business need. The configuration working in stage but same configuration are not working in production.
Ensure that Resource Country for Doddie must be setup as UK. Then Ideally Deal should reach to Doddie but no notification at all

the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Open Deal Registration

Ensure that Resource Country for Doddie must be setup as UK. Then Ideally Deal should reach to Doddie but no notification at all
