ICS 16.4.1 Not Generating Notifications When A Service Fails

An Orchestrated Flow was created to read a file from FTP and send it to Sales Cloud. While sending the data to Sales Cloud,There is some issue and service is errors out. But an email is not sent for these kind of service failures. This is occurring even after configuring an email address in Administrator Tab for "Send notification when a service failure is detected".
When Send Now is clicked, the notification is sent, however it is not being sent automatically as expected.
