All Excel Exports Make Numbers Text And Not Able To Change Format in Excel (Doc ID 2233545.1)

Symptoms

On : 11.1.9.2.0 version, Export to Excel

ACTUAL BEHAVIOR
---------------
The issue was initially reported for Budgets but it was replicable with all application excel exports.  When exporting to excel, all amounts are formatted as text and even though user applies work around applying formatting in Excel changing the cell's content from Text to Numbers, the formatting does not take any effect.

EXPECTED BEHAVIOR
-----------------------
Amounts should be formatted as numbers and not as text.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation
2. General Ledger
3. Budgetary Control
4. Budget Account Monitor Displays
5. Click Export to Excel at the top of the page

1. Navigation
2. General Ledger
3. Journals
4. Export to Excel any of the Journals tabs (Requiring Attention, Requiring my Approval, etc).

BUSINESS IMPACT

Due to this issue, users cannot massage the excel files to make extra calculations.
