Fusion Payroll: W-2C is Not Generated After Correcting Social Security Number (SSN)

Find that W2C is not generated after only making a correction to the employee's Social Security Number (SSN). There were no balance adjustments for the employee.
Expect W2C to be generated.
The issue can be reproduced at will with the following steps:
4 employees, had the wrong SSN. User had to correct the SSN in the application. There was no change to wages or taxes.
2 other employees had balance adjustment
Ran the processes:
W-2c Archive Process - completed successfully, but the 4 employees were not pulled, only the 2 employees with balance adjustments were pulled.
W-2c Employee Report - completed successfully - W2c generated for only the 2 employees with balance adjustments
