Designer Role Receives Error When Creating New View

User is reporting that designers in SRM are unable to create views as the "Oops" error pops up whenever attempts are made to do so.
Visit Content and Apps (as designer for account) > Select Create New View > Enter details for view > Select to Create View > See Error
