Web Service update on 2 Inactive Accounts throws error JBO-25014: Another User Has Changed The Row With Primary Key (Doc ID 2235577.1)

Symptoms

When trying to update 2 Accounts via Web Service the following error is thrown:
"JBO-25014: Another user has changed the row with primary key"

Changes

 The Payload included approx. 100 Attributes and only 1 custom field needed to be updated.
