OAM Language Chosen Does Not Change Fusion Applications Language Properly (Doc ID 2236134.1)

Symptoms

When users open the Oracle Fusion application's main page to enter  User & Password, this page is displayed in English and the default language appears in English, but once login processes and the home page  appears , Fusion Applications is displayed in Spanish..
