A user in the Admin role is unable to run a few tasks like 'Manage Users', 'Manage Administrator Profile Values' due to an a blank Page being displayed with an Error message:
"Unable to retrieve content. Additional information for "Remote Region error #12":

An error occurred while invoking task Manage Administrator Profile Values. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk..
