Allocation Approvers Are Not Able To View Pending Approvals Other Than "New" Via My Work in Instantis EnterpriseTrack

Symptoms

Project Approvals for existing or in progress Project Allocations are not visible in the "My Work" section for Resources with the System access Profile "IT Booking Manager". This is new behavior after patchset 4 for version 16.1 was applied.

STEPS to Verify issue
-----------------------

 1. Log in as specified user, capable of viewing "My work" for approvals
      NOTE: No approvals are listed, unless "New"
 2. Navigate to Resource > Planning
 3. Change view to "My Pending Approvals"
     Capable of seeing all Pending approvals Review in Progress, and Pending Approval

Changes

 Have patchset 16.1.4.0 applied to the environment.  Also, After 17.1.2.0 is applied to the environment, Some of the Pending Allocations appear, but not all.
