Cannot Find Contracts Under Search Option Using Owner Filter (Doc ID 2237511.1)

On : version, Procurement

When Searched under the Manage Contract with Status as Draft and Contract Owner, there are only 6 Contracts under Search result.
However, through back-end query there are 15 Contracts as Draft with the user.

The owner should see all his owned Contracts

The issue can be reproduced at will with the following steps:
1. Go to Manage Contracts
2. Search for contracts with filering: Contract owner and Status
3. See only 6 results

The issue has the following business impact:
Due to this issue, users cannot see all their contracts.
