Custom CSA Not Visible For Certain Users

Custom Subject Area's not visible for certain users
We have 2 issue with the custom subject area (CSA) for quote (Custom- Quote2) which are below. The CSA appear in the subject area explorer and disappears later.
Issue1: we created few report using the CSA (Custom- Quote2) and later when we try accessing the report its throwing up error as this CSA (Custom- Quote2). is not available in the Subject area explorer.
Here is the error message displayed:
Error Message : Error occurs while calling remote service ADFService11G. Details: Runtime error for service -- ADFService11G - JBO-25002: Definition sessiondef.oracle.apps.crm.extensibility.view.link.custExt49c3504b_7647_428c_9b24_9703bad2b0d0ToOrganization0 of type View Link Definition is not found. (HY000).
Issue 2 : CSA(Custom – Quote 2) is available for some users and it’s not available for other users.
