Custom CSA Not Visible For Certain Users

Custom Subject Area's not visible for certain users
We have 2 issue with the custom subject area (CSA) for quote which are below. The CSA appear in the subject area explorer and disappears later.
Issue1: we created few report using the CSA and later when we try accessing the report its throwing up error as this CSA. is not available in the Subject area explorer.
Here is the error message displayed:
Error Message : Error occurs while calling remote service ADFService11G. Details: Runtime error for service -- ADFService11G - JBO-25002: Definition sessiondef.oracle.apps.crm.extensibility.view.link.custExt49c3504b_7647_428c_9b24_9703bad2b0d0ToOrganization0 of type View Link Definition is not found. (HY000).
Issue 2 : CSA is available for some users and it’s not available for other users.
