Created User In OIM, Not Working In Fusion Application (Doc ID 2238326.1)

Symptoms

On : 11.1.11.1.0 version, Activity Management

ACTUAL BEHAVIOR
---------------
Added two new users. The system did not apply Employee ID, No FA User ID, No FA Person ID.
Because of this, the user cannot use the application correctly.

EXPECTED BEHAVIOR
-----------------------
Was hoping that creating the user in OIM would allow the user to be created and setup properly for use in the application.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the user in OIM
2. Have the user sign into the application.
3. Note that the user cannot do much inside the application, and when searching the user in Manager Users, they will not be found.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot do their job within the application.
