Account Search Not Accepting Invalid XML Characters like "&" In the Criteria (Doc ID 2238437.1)

When attempting to search through Accounts using '&' as part of the search string while also being Partner Logged in the following error occurs:

Error in transforming Xml. Error in transforming input. org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 396; The entity name must immediately follow the '&' in the entity reference.
