Browser IE11 and Japanese UI Preventing User from Publishing to Facebook

There is an error when user attempts to publish to Facebook when using the browser IE11 and the Japanese UI.
The post remain in Publishing state for lengthy period, then moves into "Extended Publishing," and an error e-mail is sent out.
The issue is specific IE11 and not seen with any other browser/language combination.
Error: type: OAuthException code: 100 message: (#100) The parameter name is required [HTTP 400]

The issue can be reproduced at will with the following steps:
1. Open accounts.vitrue.com in IE11
2. Go to Profile Edit icon & change the language to Japanese
3. Go to Publish -> Create a post
4. Publish the post to only one Facebook channel
5. Check the status of the post in Posts tab
The issue has the following business impact:
Due to this issue, users cannot use IE11.
