When attempting to convert a Lead, the following error occurs.

Error You do not have the required permission. You can request that your help desk change your security settings.

The issue can be reproduced at will with the following steps:
1. Navigate to a Lead
2. Attempt to convert it

The issue has the following business impact:
Due to this issue, users cannot convert a Lead to an Opportunity.
