Communication Notifications for Social Collaboration do not Invoke Notification Bell to Recipient (Doc ID 2239644.1)

Symptoms

On the Fusion Apps (FA) Home page, communication notifications for Social Collaboration do not invoke notification Bell to recipient.

The only way to detect that a message has been sent to you when you are in the FA interface, is to see the message count on the OSN Deck change.

Other system notifications update via the system notifications Bell.

The same notification options are desired to exist for Social Collaboration as they do for system transactions/approvals.
