Unable To Create Additional IDCS Service Instance

Information in this document applies to any platform.
An existing user of IDCS with active service instance while trying to create a new IDCS service instance (instance name: itdept) ,the status is initialized for almost 12 hours.
Customer then cancelled the process and retry to create a new service instance (service instance name: ittest) but again, it is still in initialized status for few hours so customer cancelled it.
Customer query : if it is possible to create new additional IDCS service instance
