Finish Milestone in Grouping Band Displays Start Date Equal to System Date. (Doc ID 2240425.1)

Finish Milestones incorrectly display the system date and time as the Start Date grouping band roll-up value if there are no earlier Start Dates in the grouping to use.

The Start Date of the roll-up band should use the earliest Start Date and time found in the grouping. A Finish Milestone doesn't display a Start Date value, but since it is a 0 duration activity, the start is technically the same as the finish and should be used as the earliest start in the grouping (like the pro client does).

The issue can be reproduced at will with the following steps:

  1. Create new Project.
  2. Create 2 WBS' (siblings of each other).
  3. Add an Activity under each.
  4. Make the first Activity a Start Milestone and the second Activity a Finish Milestone.
  5. Save changes and schedule the Project.
  6. Note that the Start Milestone rolls up to have the same start and finish dates at the WBS level.
  7. Note that the Finish Milestone rolls up the finish properly, but the start shows the system date/time.

The issue has the following business impact:
Due to this issue, users cannot properly display the Start Date roll-up values at WBS grouping bands.
