When attempting to add a pending worker after changing the AOR, the following error occurs.

AddPendingWorkerApproval to AddPendingWorkerApprovalRules_AddPendingWorkerRuleSet failed with Business Fault: null.Check the underlying fault. Check target SOA component for cause.}cause: {null}

The issue can be reproduced at will with the following steps:
1. Change the AOR
2. Add a Pending Worker
3. Receive error
