TCC: Department "addApprover" Import Error with no Message

Symptoms
A TCC Department import (Recruiting data model, operation = addApprover) completes but there is an error message in the results file that only has a semi-colon.
Often error messages need to be reviewed via TCC console for more detail:
- Finding a Transaction in the Taleo Connect Client Console (Doc ID 1047923.1)
- Finding Errors in the Taleo Connect Client Console Profile (Doc ID 1047917.1)
Using above the it is found that the error in the Results xml (what is returned from the Taleo zone to the TCC client) has a java.lang.NullPointerException error for transaction type department.add.approver.
