JCS or VM Restart Doesn't Start the Managed Server/Node Manager (Doc ID 2241056.1)

Symptoms

When JCS instance or the VM is restarted via JCS console, nodemanager and weblogic are not started. 

Node manager is throwing below error during VM restart in Chef log
