Step Transition Notifications are not Sent Out to CC Transaction Creator Without Email Template

Symptoms

Step Transition Notifications are not sent out to CC transaction creator. If an email template is used, then the email is sent correctly.

To reproduce the issue:

1. Create a step notification(Admin -> Process Definition->Steps->Choose a step and group and define a notification on it).

2. Define email notification and check the box for CC Transaction Creator. Do not use an email template. Can verify that an email is sent out by using a simple recipient email different from the email in your account.

3. Deploy the Commerce Process.

4. Create a quote and proceed through the steps until it triggers the notification. The email will not be sent to the transaction creator. If the notification is edited to include an email template, the transaction creator will receive an email as expected.
