Desktop Sync Client Shows Sync Error: "Can’t Download File. Unsupported Name or Extension."

The Oracle Documents Cloud Service Desktop Sync Client throws an error stating it cannot download file.  The error is similar to:

Can’t download “~$filename”. “~$filename” has an unsupported name or extension. The name can’t contain any of the following characters: /. Rename the file or folder to address the name restriction.
