Currency rates not being pulled into report

Salary report and salary history reports not bringing in currency conversion rates into OTBI. This issue was noticed last week when creating a Publisher report using the HCM "Rate Values Extract - Currency".

I noticed that there don't appear to be any rates for 2017 in Define Currencies and Currency rates > Manage Daily Rates, but the client told me they load quarterly and that the rates loaded from last year should carryover until they reload at the end of March. I do see rates in December of 2016.

When I navigate to to an employee in person management and look at Manage Salary, I am able to convert the USD currency to worker local currency.



STEPS

The issue can be reproduced at will with the following steps:
1. Log into OTBI
2. Click Open (or I click edit and look at the results).
3. Rates showing incorrect on report.
