User Can See Multiple User Filters When User is Not in the Access List of the Multiple User Filter. (Doc ID 2242412.1)

Multiple User Filters being automatically applied to new users.

When creating a new user and assigning Projects module access, then that user opens a Project in P6 Web and goes to the Activities windows, the user has been assigned to Multiple User Filters.

User should not see Multiple User Filter when that user is not in access list.

The issue can be reproduced at will with the following steps:
1. Create a new user.
2. Open a Project.
3. Manage Filters.

The issue has the following business impact:
Due to this issue, new user is seeing Filters which they should not see.
