Social Sourcing Default or Subsite does not Load, Renders Badly, or cannot be Edited in SiteBuilder

Information in this document applies to any platform.
Default site or Sub-site in SiteBuilder will not fully resolve/render, renders with misaligned elements or images, runs slowly, or links, menu options, toggles, or elements/blocks cannot be clicked
Sites viewed from the front-end or in Edit mode in SiteBuilder should render and resolve quickly and as designed. Elements and configuration options should actively respond to clicks.
The issue can be reproduced at will with the following steps:
1. Access Social Sourcing (TSS) application and log in as an Admin
2. Edit site from main menu in Configurations-->SiteBuilder
3. Notice some elements are misaligned and links in the sidebar/menus can't be clicked
Commonly adding custom elements, both Advanced CSS and Custom Blocks, or removing/editing them surfaces these symptoms/
