Fusion Global HR Error: The Person Header Is Empty Because No Record Was Found

On : 220.127.116.11.0 version, Global Human Resources in Saas Environment
When attempting to access 'Manage User Account' page, the following error occurs for one particular employee.
The person header is empty because no record was found.(PER-1530331)
The issue can be reproduced at will with the following steps:
1. Log into Fusion Applications.
2. Navigate to Person Management
3. Search for the employee.
4. From Manage Employment tab,navigate to Manage User Account and the error is triggered.
