'Manage User Details' Not Available When Creating Partner User

On : version, Partner Management

Partners are imported using File import.
Manually creating a Partner user in the UI does not show the 'Manage User Details' link to create a user account

The UI should allow to create Partner contact user account without any issues.

The issue can be reproduced at will with the following steps:
1. Import Partner with Active or Draft status
2. Login to the application, access Partner, Create Primary contact
3. Click on Manage user details
4. There is no option to create User account.

The issue has the following business impact:
Due to this issue, creating user accounts for the partner contact is not available.
