Unable to Enter Dynamic Locators When Creating a Pick Wave

Goal
While creating a pick wave customer is trying to enter dynamic locators in the staging sub inventory locator. This gives users a message "This combination can not be used, it either does not exist, or using it here is not permitted". What setup is needed to enter dynamic locators in create pick wave UI.
Observations
=========
1. Org locater control = Locator controlled at subinventory level
2. Subinventory locator Control = dynamic control
3. Users do not receive this error when selecting a predefined locator
4. Users do not have an issue to enter dynamic locator when entering inventory transactions like miscellaneous receipt
